Principal Consultant | Senior Project Manager
Chris McMinn is the Principal Consultant at McMinn & Associates. He brings a scientific background to the process of inspection and analysis with a bachelor’s degree in science from Lancaster University. With over 30 years of investigating the interplay of construction requirements and liability, along with his staff, he researches every relevant factor and detail until the issues are crystal clear. Then, with years of of public speaking experience, he knows how to present construction related concerns in plain language, in order to win the confidence of a jury.
Over the last 35 years he has been involved with practically every phase of residential and commercial construction in California. This has included every detail from design to project management of over 40 million dollars worth of construction. Chris maintains an active Contractor’s License in California and stays connected to an extensive network of over 600+ contractors in every field of construction. His experience has included over 1,300+ meetings with building officials to interpret every aspect of building codes and zoning issues. Chris McMinn has testified numerous times as an expert witness in both state and federal court concerning various issues pertaining to both the Civil Housing Code and Uniform Building Code. He resides in Santa Rosa, and has 3 adult children and 4 grandchildren.
Zephan McMinn, J.D.

Director of Operations | Lead Project Manager
Zephan McMinn is the Director of Operations at McMinn & Associates. He has spear headed the development of highly specialized software for analyzing and tracking project cost data, and integrates these databases into all phases of office management. Zephan is a seasoned construction manager with a background in construction that stretches back almost ten years, covering close to 20 million dollars in construction. With a Juris Doctorate degree and imminent state bar licensing as an attorney, Zephan has both the practical experience and legal qualifications to successfully navigate the complicated contractual and legal issues that arise in both the residential and commercial construction arena.
Zephan is also the Case Manager for the Expert Witness side of McMinn & Associates and has extensive experience working with attorneys involving a variety of construction related issues. Zephan resides in Santa Rosa where he lives with his wife and two daughters.
Mike Gordan, J.D.

Project Manager
Mike Gordan is a Project Manager and a recent new addition to our team at McMinn & Associates. Originally from Mississippi, Mike is an experienced project manager with a diverse background. He is a licensed Realtor, has his Juris Doctorate degree and has worked extensively in almost every area of construction. Mike’s diverse qualifications only further serve to augment his greatest specialty, his gift for client/contractor relations. Mike understands that the key to a successful construction project lies in teamwork and a mutually shared respect between contractors and clients.
